Aha - I modified a few items in dotOpmlData.root and it looks like my updates show on changes.opml.org.

Well, enough fun for tonight. I didn't expect this to work at all. I installed Wine last night and downloaded the OPML editor tonight. There are dialogs that don't show up because of errors with showhtmldialog, but posting works great. I'll do some more digging later. If anyone sees this, send me an email using the envelope icon to the right. 

The last modified time is an hour off.

I'm not showing up on changes.opml.org. Hmmm. 

Update opml.root seemed to work. 

You're not going to believe this (it surprised me), but I'm running the OPML Editor under Wine. I couldn't register from the Community menu, so I entered my login information manually.
