Enhancements to RSS Rendering 

I've made enhancements to the rendering of RSS into outlines.

1. Item descriptions now render as children of the item title. This way, when descriptions have multiple paragraphs, the paragraphs all stay together instead of getting spread all over the outline.
2. I added conversion from UTF-8 to ANSI unless ISO-8859-1 is specified in the XML declaration because UTF-8 is the default encoding for XML. This will result in fewer nonsense characters.
